The held population is local and adult. The sheriff's FOIA material says the office runs the county jail for pretrial detainees and convicted adult offenders. The 2023 IDOC inspection said the jail held no federal or contracted detainees, and the 2024 inspection said the facility does not house for other jurisdictions.

Capacity should be read with care because official sources do not give one perfect number. IDOC inspection reports from 2021 through 2024 list Douglas County Jail at 36 total beds, with 32 male beds, 4 female beds, and no juvenile beds. The same 2024 checklist lists 18 double cells and no single cells in the capacity count. The Illinois Sheriffs' Association directory lists 46 jail beds. For inspection and population analysis, the more detailed IDOC number is the better fit, while the association's larger number should be treated as a directory listing that does not explain its method.

IDOC inspection-day counts are not average daily population. They are a snapshot from the day an inspector was at the jail. Douglas County Jail counted 16 people on April 22, 2021; 12 on April 19, 2022; 16 on October 24, 2023; and 14 on April 30, 2024. The 2024 count was 12 male and 2 female. The 2023 count was 11 male and 5 female. No juvenile population was listed on these inspection days.

It says A-M inmates visit Saturday and Monday, N-Z inmates visit Sunday and Tuesday, from 6:00 p.m. to 8:00 p.m., with 15-minute visits. Newer IDOC inspection observations show a broader system. The 2024 inspection says visits were offered for 30 minutes, seven days a week, through on-site, kiosk, and tablet systems.

The safest reading is that the older PDF remains useful for rules, while the current visit window must be confirmed with the jail. Public visitor rules include photo ID, sign-in, search by on-duty officers, no cell phones, and no food or drinks in the visitation area. Minors must be with a parent or legal guardian. No more than two visitors at a time are allowed unless the Sheriff or Jail Administrator approves. A former Douglas County Jail inmate must wait 90 days after release before visiting. Special visits require at least 24 hours advance arrangement and approval.

Medical and mental-health screening is part of the intake and custody process. The 2024 inspection says Advance Health Care handles medical and mental-health needs, all 14-day medical screens are done by ACH staff, and the jail has recurring physician assistant, LPN, and mental-health service time. Detailed medical information is not a public roster item. About Douglas County Jail

The jail was built in 1986, and the IDOC inspection reports from 2021 through 2024 list no renovation date. Recent inspection material shows operational changes and program growth. In 2024, improvements included added gym storage for inmate services, a bullpen system with seating and a TV in the gym, camera expansion from 35 to 75 cameras, KeyTrak purchase, GED course discussions with Parkland College, and Medication Assisted Recovery development with Douglas County Health Department.

Programs named in the 2024 inspection include ROSC substance-abuse and mental-health groups and RISE anger-management and mental-health groups. The same inspection found noncompliances involving staffing, supervision, and commissary audit documentation. The staffing recommendation said numbers remained insufficient and that at least two security staff should be present on each shift each day.
